  12. A DE FACTO CONSTITUTIONAL CONVENTION IS SWEEPING THIS NATION UNDER THE 
  13. FALSE AUSPICES OF A MEETING OF THE COUNCIL OF STATE GOVERNMENTS CALLING 
  14. FOR A NATIONAL "CONFERENCE OF THE STATES"
  15.  
  16. A proposed resolution is spreading throughout the State legislators like 
  17. a cancer through the body politic.  I have obtained a copy of 
  18. Pennsylvania Senate Bill 12 now called House Resolution 30 that calls for 
  19. a meeting of "elected officials" only, composed of the Governor of the 
  20. state, and four other legislators designated from both the State Senate 
  21. and House.

  23. This resolution is to remain standard throughout all the legislatures so 
  24. they can unanimously call for a convention.  Here is the first paragraph:
  25.  
  26.                         A CONCURRENT RESOLUTION
  27.  
  28. Appointing a delegation of the Pennsylvania General Assembly and the 
  29. Governor and alternates to represent the Commonwealth at a Conference of 
  30. the States to be convened under the auspices of the Council of State 
  31. Governments in cooperation with the National Governors' Association and 
  32. the National Conference of State Legislatures no later than 270 days 
  33. after at least 26 legislatures adopt this resolution without amendment; 
  34. and imposing duties on the Joint State Government Commission.

  36. THERE ARE THEN FIVE PAGES OF SUPPORTING MATERIAL

  38. THIS IS DANGEROUS, AND RECKLESS!    
  39.  
  40. They are not calling this a Constitutional Convention, but the result is 
  41. the same.  If it walks like a duck and it quacks, like a duck, you can 
  42. call it a pig all day long, to me it is a duck!
  43.  
  44. This resolution would concentrate the sovereign powers of the people, 
  45. through their state-appointed delegates, in a de facto constitutional 
  46. convention -- without actually calling it one.
  47.  
  48. The passage of this "resolution" would authorize three extraordinary 
  49. developments:
  50.  
  51. 1.  The formal calling of a convocation of the states is tantamount to, 
  52. and in possession of, the process essential to a constitutional convention.
  53.  
  54. 2.  The formalized appointment of certified delegates emowered to vote at 
  55. this federal convocation.
  56.  
  57. 3.  Resolutions which become legal instruments authorizing the delegates 
  58. to deliberate, propose, and adopt long-term fundamental structural 
  59. changes in the U.S. Constitution.
  60.  
  61. If you live in Pennsylvania, call your State Senator and request SB12 and 
  62. ask your State Representative for House Resolution 30.  Ask why you 
  63. haven't heard about this in the news media.  It wasn't in any paper in 
  64. Philadelphia, why is this so silent?

  66. I will post the entire Senate Bill 26 when I can get a decent copy to OCR 
  67. instead of the fax I just received.

  69. THIS CONSTITUTES AN EMERGENCY THIS IS NOT SOMETHING TO BE TAKEN LIGHTLY!
  70. THE REPUBLICANS GUTTED THE 4TH AMENDMENT YESTERDAY WITH THE NEW SEARCH 
  71. AND SIEZURE AMENDMENTS PASSED BY THE HOUSE YESTERDAY.  WHAT OTHER 
  72. AMENDMENTS ARE UP FOR GRABS?  WHICH AMENDMENTS WILL BE GUTTED OR STRIPPED 
  73. IN A DE FACTO CONSTITUTIONAL CONVENTION?
